PRESS RELEASE FROM THE PAMOJA KWA AMANI COALITION REGARDING THE SIGNING OF THE DOHA FRAMEWORK AGREEMENT.

The Pamoja kwa Amani Coalition welcomes the signing on November 15, 2025 in Doha, Qatar of the Framework Agreement between the Government of the Democratic Republic of Congo (DRC) and the Congo River Alliance Movement – March 23 Movement (AFC-M23).
The signing of the framework agreement is a significant step in the process aimed at the definitive return of peace and stability to eastern DRC.
Pamoja kwa Amani expresses the wish to see all these different commitments translated into real and concrete actions on the ground, for peace and to respond to the legitimate needs and expectations of local communities who are the primary victims of all these repeated wars.
Pamoja kwa Amani hopes that this framework agreement will not be a just a signed agreement without application on the ground, hence our call to the stakeholders to show good faith by strictly holding to their commitments in order to contribute to the imminent signing of a comprehensive peace agreement, a peace that we want to be sustainable and inclusive, taking into account the primary needs of the people and not agreements that favor the belligerents by sacrificing justice.
Pamoja kwa Amani reiterates its call to the governments of both the Democratic Republic of Congo and Rwanda to de-escalate any combative communications in order to promote a more peaceful climate that can contribute to the advancement of negotiations both in Washington and in Doha.
Pamoja kwa Amani, while thanking the State of Qatar and the Administration of President Donald Trump for their involvement, urges them to maintain unwavering firmness in the face of stakeholders who have consistently failed to implement various signed agreements. Faced with actors exhibiting volatile and unpredictable behavior, only coercive measures can compel them to honor their commitments; otherwise, this framework agreement will struggle to be implemented, as is currently the case with almost daily violations of the ceasefire.
Pamoja kwa Amani reminds the mediators that the direct involvement of local communities in the various peace processes is necessary for the success and implementation of the resulting agreements. END.
